 137.11  REQUEST REVIEWED BY STATE DEPARTMENT.
 The state department shall review requests submitted under section
 137.10.  The state department, upon finding that all necessary
 conditions are met, shall approve the formation of a district health
 department and shall so notify the local boards from whom the request
 was received.
