137.8  DISTRICT HEALTH DEPARTMENT PLAN.
 The state department shall, after consultation with existing
 county and city boards, develop and may amend from time to time as
 necessary a district health department plan.  The plan shall set
 forth recommended areas for the development of district health
 departments.
