154A.10  ISSUANCE OF LICENSES.
 After January 1, 1975, an applicant may obtain a license, if the
 applicant:
 1.  Successfully passes the qualifying examination prescribed in
 section 154A.12.
 2.  Is free of contagious or infectious disease.
 3.  Pays the necessary fees set by the board pursuant to section
 154A.17.
