161A.70  ESTABLISHMENT AND PURPOSE.
 Financial incentive programs are established within the division
 in order to protect the long-term productivity of the soil and water
 resources of the state from erosion and sediment damage, and to
 encourage the adoption of farm management and agricultural practices
 which are consistent with the capability of the land to sustain
 agriculture and preserve this state's natural resources.
