 163.12  FREEDOM FROM DISEASE -- CERTIFICATE.
 Freedom from disease as specified in section 163.11 shall be
 established by a certificate of veterinary inspection signed by a
 veterinarian acting under either the authority of the department of
 agriculture and land stewardship, or of the United States department
 of agriculture.  A copy of the certificate shall be attached to the
 waybill accompanying a shipment, and a copy of the certificate shall
 be delivered to the department.
