163.19  SALE OR EXPOSURE OF INFECTED ANIMALS.
 No owner or person having charge of any animal, knowing the same
 to have any infectious or contagious disease, shall sell or barter
 the same for breeding, dairy, work, or feeding purposes, or permit
 such animal to run at large or come in contact with any other animal.
