164.29  RECIPROCAL AGREEMENTS.
 The department to every extent practical shall enter into
 reciprocal agreements with other states to provide that designated
 animals which are covered by certificates of vaccination in this
 state and other states may be transported and sold in interstate
 commerce between this state and the other states.
