165.29  NOTICE.
 Before any action is commenced under section 165.27, upon request
 of the secretary of agriculture, the board of supervisors of any
 county shall cause such owner to be served with a written notice of
 the provisions of this chapter, at least fifteen days before the
 commencement of the action.
