173.24  EXEMPTION OF STATE FAIR BY THE STATE'S
 PURCHASING PROCEDURES.
 The state fair is exempt from the state system of uniform
 purchasing procedures.  However, the board may contract with the
 department of administrative services to purchase any items through
 the state system.  The board shall adopt its own system of uniform
 standards and specifications for purchasing.
