181.4  EMPLOYEES OF COUNCIL.
 The council may employ two or more competent persons who shall
 devote their entire time, under the direction of the council, in
 carrying out the provisions of this chapter.  The salary of persons
 so employed shall be set by the council, and the persons shall hold
 office at the pleasure of the council.
