184.17  PENALTY.
 Any person who willfully violates any provision of this chapter,
 willfully gives a false report, statement, or record required by the
 council, or willfully fails to furnish or render any report,
 statement or record required by the secretary shall be guilty of a
 simple misdemeanor.
