213.3  TESTING WEIGHTS AND MEASURES.
 Upon written request of any citizen, firm, or corporation, city or
 county, or educational institution of the state made to the
 department, a test or calibration of any weights, measures, weighing
 or measuring devices, and instruments or apparatus to be used as
 standards shall be made.
