 216A.145  EMPLOYEES AND RESPONSIBILITY.
 The administrator shall be the administrative officer of the
 division and shall be responsible for implementing policies and
 programs.  The administrator may employ, in accordance with chapter
 8A, subchapter IV, other persons necessary to carry out the programs
 of the division.
