216A.56  EMPLOYEES AND RESPONSIBILITY.
 The commission shall employ other necessary employees.  Pursuant
 to section 216A.2, the commission shall have responsibility for
 budgetary and personnel decisions for the commission and division.
 The administrator shall carry out programs and policies as determined
 by the commission.
