216A.59  ACCESS TO INFORMATION.
 The commission shall have access to all nonconfidential records,
 data, information, and statistics of all departments, boards,
 commissions, agencies, and institutions of this state, and upon terms
 which may be mutually agreed upon, have studies and research
 conducted.
