216A.60  ANNUAL REPORT.
 Not later than February 1 of each year the commission shall file a
 report with the governor and the general assembly of its proceedings
 for the previous calendar year, and may submit with the report such
 recommendations pertaining to its affairs as it deems desirous,
 including recommendations for legislative consideration and other
 action it deems necessary.
