217.15  ADMINISTRATOR OF DIVISION OF ADMINISTRATION.

 The administrator of the division of administration shall be
 qualified in the general field of governmental administration with
 special training and experience in the areas of competitive bidding,
 contract letting, accounting and budget preparation.
