218.20  PLACE OF COMMITMENTS -- TRANSFERS.
 Commitments, unless otherwise permitted by the administrator
 having control over an institution, shall be to the institution
 located in the district embracing the county from which the
 commitment is issued.  An administrator may, at the expense of the
 state, transfer a resident of one institution to another like
 institution.
