218.28  INVESTIGATION.
 The administrator of the department of human services in control
 of a particular institution or the administrator's authorized officer
 or employee shall visit, and minutely examine, at least once in six
 months, and more often if necessary or required by law, the
 institutions under such administrator's control, and the financial
 condition and management thereof.
