        218.29  SCOPE OF INVESTIGATION.
         The administrator of the department of human services in control
      of a particular institution or the administrator's authorized officer
      or employee shall, during such investigation and as far as possible,
      see every resident of each institution, especially those admitted
      since the preceding visit, and shall give such residents as may
      require it, suitable opportunity to converse with such administrator
      or authorized officer or employee apart from the officers and
      attendants.
