218.3  DEFINITIONS.
 For the purposes of this chapter, unless the context otherwise
 requires:
 1.  "Administrator" means the person to whom the director of
 human services has assigned power and authority over an institution
 in accordance with section 218.1.
 2.  "Institution" means an institution listed in section
 218.1.
