218.56  PURCHASE OF SUPPLIES -- VENDOR WARRANTS.
 The administrators shall, from time to time, adopt and make of
 record, rules and regulations governing the purchase of all articles
 and supplies needed at the various institutions under their control,
 and the form and verification of vouchers for such purchases.
 The department of human services shall mail vendor warrants for
 the department of corrections.
