        218.66  PROPERTY OF SMALL VALUE.
         If administration be not granted within one year from the date of
      the death of the decedent, and the value of the estate of decedent is
      so small as to make the granting of administration inadvisable, then
      delivery of the money and other property left by the decedent may be
      made to the surviving spouse and heirs of the decedent.
