218.83  ADMINISTRATIVE IMPROVEMENT.
 The director of human services and the administrators assigned to
 have authority over the institutions shall cooperate with any
 department or agency of the state government in any manner, including
 the exchange of employees, calculated to improve administration of
 the affairs of the institutions.
