229.1A  LEGISLATIVE INTENT.
 As mental illness is often a continuing condition which is subject
 to wide and unpredictable changes in condition and fluctuations in
 reoccurrence and remission, this chapter shall be liberally construed
 to give recognition to these medical facts.
