        232.91  PRESENCE OF PARENTS, GUARDIAN AD LITEM, AND
      OTHERS AT HEARINGS -- ADDITIONAL PARTIES.
         1.  Any hearings or proceedings under this division subsequent to
      the filing of a petition shall not take place without the presence of
      the child's parent, guardian, custodian, or guardian ad litem in
      accordance with and subject to section 232.38.  A parent without
      custody may petition the court to be made a party to proceedings
      under this division.
         2.  An agency, facility, institution, or person, including a
      foster parent or an individual providing preadoptive care, may
      petition the court to be made a party to proceedings under this
      division.
         3.  Any person who is entitled under section 232.88 to receive
      notice of a hearing concerning a child shall be given the opportunity
      to be heard in any other review or hearing involving the child.  A
      foster parent, relative, or other individual with whom a child has
      been placed for preadoptive care shall have the right to be heard in
      any proceeding involving the child.  If a child is of an age
      appropriate to attend the hearing but the child does not attend, the
      court shall determine if the child was informed of the child's right
      to attend the hearing.
