233A.9  RESUMING CUSTODY OF CHILD.
 In case a child so placed be not given the care, education,
 treatment, and maintenance required by such agreement, the
 administrator may cause the child to be taken from the person with
 whom placed and returned to the institution, or may replace, release,
 or finally discharge the child as may seem best.
