233B.16  COST OF CARE.
 If a child receives unearned income, the department shall reserve
 a portion of the unearned income for the use of the child as a
 personal allowance and apply the remaining portion equally to the
 state and county liability for the cost of the child's support and
 maintenance provided pursuant to this chapter.
