238.11  WRITTEN CHARGES -- FINDINGS -- NOTICE.
 Written charges against the licensee shall be served upon the
 licensee at least ten days before hearing shall be had thereon and a
 written copy of the findings and decisions of the administrator upon
 hearing shall be served upon the licensee in the manner prescribed
 for the service of original notice in civil actions.
