238.16  RULES AND REGULATIONS.
 It shall be the duty of the administrator to provide such general
 regulations and rules for the conduct of all such agencies as shall
 be necessary to effect the purposes of this chapter and of all other
 laws of the state relating to children so far as the same are
 applicable, and to safeguard the well-being of children placed or
 cared for by such agencies.
