238.4  GRANTING OF LICENSE CONDITIONAL.
 No such license shall be issued unless the person applying shall
 have shown that the person and the person's agents are properly
 equipped by training and experience to find and select suitable
 temporary or permanent homes for children and to supervise such homes
 when children are placed in them, to the end that the health,
 morality, and general well-being of children placed by them shall be
 properly safeguarded.
