        238.42  AGREEMENT IN CHILD PLACEMENTS.
         Every agency placing a child in a foster home shall enter into a
      written agreement with the person taking the child, which agreement
      shall provide that the agency placing the child shall have access at
      all reasonable times to such child and to the home in which the child
      is living, and for the return of the child by the person taking the
      child whenever, in the opinion of the agency placing such child, or
      in the opinion of the administrator, the best interests of the child
      shall require it.
