238.44  CONTRACTS FOR SERVICES -- LIABILITY FOR
 COSTS.
 An agency which enters into a contract with a referral agency to
 provide child placement services is liable for the costs of services
 which are paid prior to the provision of services, if the services
 are not subsequently provided.
