249A.3A  MEDICAL ASSISTANCE -- ALL INCOME-ELIGIBLE
 CHILDREN.
 The department shall provide medical assistance to individuals
 under nineteen years of age who meet the income eligibility
 requirements for the state medical assistance program and for whom
 federal financial participation is or becomes available for the cost
 of such assistance.
