249J.4  PURPOSE.
 It is the purpose of this chapter to propose a variety of
 initiatives to increase the efficiency, quality, and effectiveness of
 the health care system; to increase access to appropriate health
 care; to provide incentives to consumers to engage in responsible
 health care utilization and personal health care management; to
 reward providers based on quality of care and improved service
 delivery; and to encourage the utilization of information technology,
 to the greatest extent possible, to reduce fragmentation and increase
 coordination of care and quality outcomes.
