252D.17A  NOTICE TO OBLIGOR OF IMPLEMENTATION OF
 INCOME WITHHOLDING ORDER.
 The child support recovery unit or the district court shall send a
 notice of the income withholding order to the obligor at the time the
 notice is sent to the payor of income.
