252.35  PAYMENT OF CLAIMS.
 All claims and bills for the care and support of the poor shall be
 certified to be correct by the general assistance director and
 presented to the board of supervisors, and, if the board is satisfied
 that the claims and bills are reasonable and proper, they shall be
 paid.
