 257C.13  EXEMPTION FROM COMPETITIVE BID LAWS.
 The authority and contracts made by it in carrying out its public
 and essential governmental functions under sections 257C.6 and 257C.8
 are exempt from the laws of the state which provide for competitive
 bids and hearings in connection with contracts.
