 258.11  SALARY AND EXPENSES FOR ADMINISTRATION.
 The director may make expenditures for salaries of assistants,
 actual expenses of the board and the director and the state council
 incurred in the discharge of their duties, and other expenses as
 necessary to the proper administration of this chapter.
