261A.9  EXPENSES OF AUTHORITY -- LIMITATION OF
 LIABILITY.
 Expenses incurred in carrying out this chapter are payable solely
 from funds provided under this chapter and, except as specifically
 authorized under this chapter, a liability shall not be incurred by
 the authority beyond the extent to which moneys have been provided
 under this chapter.
