262.52  NO STATE FUNDS LOANED.
 No state funds shall be loaned for this purpose.  This shall not
 apply to funds derived from the net earnings of such buildings,
 structures, areas and facilities now or hereafter owned by the state
 or to funds received from student fees or charges.
