262.53  CONSTRUCTION OF STATUTES.
 This division shall not be construed to repeal, modify or amend
 any law of this state now in force, but shall be deemed as
 supplemental thereto, nor shall it prevent the making of state
 appropriations, in whole or in part, for any of the purposes of this
 division.
