        263.23  OBLIGATIONS TO INDIGENT PATIENTS.
         The university of Iowa hospitals and clinics shall continue the
      obligation existing on April 1, 2005, to provide care or treatment at
      the university of Iowa hospitals and clinics to indigent patients and
      to any inmate, student, patient, or former inmate of a state
      institution as specified in sections 263.21 and 263.22, with the
      exception of the specific obligation to committed indigent patients
      pursuant to section 255.16, Code 2005.
