267.3  TERMS AND VACANCIES.
 Except as provided in section 267.2, each member shall be
 appointed for a three-year term beginning on July 1 of the year of
 appointment.  No member shall serve more than two terms, including
 any portion of a term served pursuant to the filling of a vacancy.
 Vacancies shall be filled by the appropriate organization in the same
 manner as appointing full-term members.
