 273.12  FUNDS -- USE RESTRICTED.
 Funds generated for educational services shall not be expended by
 an area education agency for the purpose of assisting either a public
 employer or employee organization in collective bargaining
 negotiations under chapter 20 if the public employer is a school
 district, or the employee organization consists of employees of a
 school district, located within the boundaries of the area education
 agency.
