279.47  TELECOMMUNICATIONS -- PARTICIPATION BY SCHOOL
 DISTRICTS IN DATABASE DEVELOPMENT.
 The board of directors of each school district utilizing
 telecommunications as an instructional tool shall participate in
 procedures adopted by the state board of education under section
 256.7, subsection 9.
