The agency which has control and jurisdiction over any highway orhighway system which may be affected by a federal water resourcesproject may grant, sell, exchange, or convey to the United States ofAmerica, the perpetual right, power, privilege and easement tooverflow, flood, and submerge all of the portion of easements forhighway purposes under the control and jurisdiction of such agency.
