If the proposal is rejected, the appropriate highway authorityshall provide a written report documenting the reason for therejection to the soil and water conservation district commissionersand the state department of transportation. The report shall contain only alist of those highway projects where a disagreement exists betweenthe department and the soil and water conservation districtcommissioners and the reasons for rejecting the recommendations ofthe soil and water conservation district commissioners.
