1:5-1.  Acceptance filed with secretary of state    Whenever a statute shall be adopted or accepted by the voters of a county or  municipality at an election, the clerk of the county or municipality, shall,  within ten days after the result of the election is ascertained, make return of  the fact to the secretary of state, who shall file the same in his office.
