13:1E-91.Ā  Liberal construction of act The object, design and purpose of this act being the protection of the environment and public health through the proper treatment, storage or disposalĀ  of hazardous waste generated in this State, and the maintenance of a properĀ  balance, as provided herein, between competing State and local interests, thisĀ  act shall be liberally construed.
